20 amp condensor fan fuse on my 1998 honda civic blowing? Why?

This is the fuse right next to battery. I have removed both the clutch relay and condensor fan relay. Then I tried turning on car and putting ac on max then I installed clutch relay and compressor and clutch with run but low side line will not get cold and and high side will not get hot.. Nor will cold air blow inside car.. Then I installed condensor fan relay and the 20 amp condensor fan fuse blows instantly.. Have read that this fuse will blow if clutch or condensor fan is bad.. I grounded condensor fan seperately and it runs and works fine... Also I pressed the low side port where you add refrigerant and it seems to have good amount of pressure so do not think it is low on refrigerant.. Now I am just scratching my head as to what the problem is.. Can someone please help me or if you do not mind allow me to email or message you for more advice.. Thank you
